Universal Use of Force Framework

Every peace officer must follow the exact same escalation steps.

Suspect poses no reasonable threat. Respond normally.

Suspect is showing verbal resistance, but poses no physical threat. Respond with verbal commands.

Suspect is starting to pose a physical threat. Respond with Less-Lethal means. (Taser, Baton, Pepper Spray)

Suspect is combative, and you cannot reach your less-lethal. Respond with physical violence. (Fists)

Suspect is combative with a firearm, and poses a threat to life. Respond with lethal force.

Lethal Force Restrictions

Departments must expand on this universal framework, and define what constitutes a threat. (e.g., a vehicle being used as a weapon, an aimed firearm, or an active stabbing).

The "NVL" (No Value for Life) Policy

Server-wide policy dictates that emergency personnel are not exempt from our Value of Life rules. If a first responder is in a life-or-death situation, they must respond realistically, by complying with the suspect.
