General Compliance and Chain of Command

All department members must abide by the San Andreas State Penal Codes, CAD Procedures, Punishment Guidelines, the Use of Force Continuum, Weapon Policies, Global and Internal SOPs.

If an officer is confused or requires guidance at any time, they must reach out to a supervisor or fellow department member. Assistance must be provided promptly.

All department members must complete their assigned duties. Members unable to meet activity expectations are required to submit a Leave of Absence (LOA) or resign from their department.

Scene Management and Tactical Operations

Scene Command, the Primary Negotiator, and the Tactical/Assault Team leads must be staffed by distinct individuals. Scene Command and the Negotiator CANNOT be the same person.

Once established, Scene Command will automatically be passed to the tactical team (e.g., SWAT). The tactical team may subsequently delegate Scene Command to any qualified officer on the scene.

Upon arriving at an incident, responding officers must immediately establish a secure perimeter, ensuring no civilian may enter or be harmed in any way.

Radio Communications and Incident Channels

During an active incident, Scene Command will designate a specific Incident Radio Channel (e.g., TAC-1) for operations.

To maintain clear communications, only Scene Command and the Negotiator are permitted to speak on the Incident Channel, unless a unit has Priority Traffic or is called upon by Scene Command.

If a Supervisor wishes to speak to a unit about something, they must request that unit to go to a Frequency Change channel.

Incident Radio Assignments

  • Scene Command: Must monitor both the main RTO and the incident channel to coordinate all responding units.
  • Negotiator: Must listen into the incident channel to ensure up-to-date information is given.
  • Tactical Team Leader: Must coordinate in the Tactical Channel with on-scene SWAT to organize a breach or assault.
