Section 1: Title & Purpose

This act shall officially be recorded as State Statute #SA-0002, establishing the legal right of licensed citizens within the State of San Andreas to discharge lawful firearms upon privately owned real property under specified safety standards.

Section 2: Lawful Discharge on Private Property

An individual is legally permitted to discharge a firearm within the State of San Andreas, provided all of the following conditions are satisfied:

  • (a) Licensure: The individual possesses a valid, active San Andreas Weapons License (or firearms permit as recognized by state law) registered in their name.
  • (b) Ownership or Consent: The discharge occurs exclusively on real property legally owned by the individual, or on private property where the property owner has granted explicit, verifiable permission.
  • (c) Lawful Firearm: The firearm being discharged is legally acquired, registered, and not classified as an unlawful or prohibited weapon under state statute.
  • (d) Location: Private property discharge is fully authorized across the entire parcel regardless of its proximity to public roads, thoroughfares, or highways.

Section 3: Safety & Boundary Constraints

The legal protections granted by this statute are strictly contingent upon the following:

  • (a) Property Boundary: All discharged projectiles must remain within the confines of the private parcel. No projectile may leave the property lines or strike neighboring private property, public property, or public roads.
  • (b) Backstop Requirement: The shooter must ensure a suitable backstop, berm, or designated target barrier is utilized to safely absorb all discharged rounds.

Section 4: Prohibited Conduct & Penalties

  • (a) Unlawful Discharge: Any person who discharges a firearm on private property without a valid weapons license, or who allows projectiles to escape the property boundary, commits an offense under this statute.
  • (b) Penalties: Any individual found in violation of State Statute #SA-0002 shall be subject to:
A fine of up to $2,500.00
Seizure of weapons involved in violation.
Negligent discharge that allows rounds to cross property lines, endangers life, or damages external property is classified as a Felony, subject to immediate arrest, permanent license revocation, and statutory incarceration.
